ECOWAS Brown Card: Nigerian delegation leads dialogues at Annual General Assembly in Togo

Nigerian delegation, led by the Commissioner for Insurance, Mr. Olusegun Ayo Omosehin, and comprising the Chairman of the Nigerian National Bureau, Mr. Kunle Ahmed, the Secretary General/CEO of the Nigerian National Bureau, Dr. Raphael Abiiba, and other notable industry leaders, participated actively in the 40th Annual General Assembly of the ECOWAS Brown Card Insurance Scheme.

ECOWAS Brown Card Insurance Scheme, Dr. Raphael Abiiba, said the event held from November 18–23, 2024, at the prestigious Hotel 2 Février in Lomé, Togo, with the theme, “Introspection of the ECOWAS Brown Card Scheme: Achievements, Challenges, and Prospects for Effective Regional Integration.”
Demonstrating exemplary leadership, Omosehin steered the Nigerian delegation in reaffirming the country’s commitment to the scheme’s objectives, which include seamless regional integration and the facilitation of cross-border motor insurance for ECOWAS member states.
Their engagements showcased Nigeria’s proactive role in promoting innovative solutions, fostering collaboration, and driving operational excellence across the region.
The statement said, “Mr. Olusegun Ayo Omosehin had strategic engagements that highlighted Nigeria’s role in advancing regulatory frameworks and fostering regional cooperation. Similarly, Mr. Kunle Ahmed made significant contributions through meaningful interactions with key stakeholders across the ECOWAS region. His engagements emphasized operational efficiency, transparency, and the adoption of innovative strategies to enhance the scheme’s overall impact and effectiveness.
“The assembly recorded notable achievements, including the election of new leadership for the Council of Bureaux. Mr. Simon Pierre Gouem of Togo was elected as Chairman, while Mr. Habib Dia of Liberia assumed the role of Vice Chairman. Additionally, the revised technical documents, including the Harmonized Convention on Victims’ Compensation, the Arbitration Guide, the Inter-Bureau Bilateral Agreement, and the Practical Guide for Managing Cross-Border Claims, were adopted. These revisions are expected to streamline operations, improve service delivery, and enhance the scheme’s impact across member states.
“The meeting also recognized the unwavering support of the Togolese government, which continues to demonstrate a commitment to strengthening the ECOWAS Brown Card Scheme and advancing its objectives. This support, coupled with ongoing efforts to digitalize operations and adopt modern technological practices, reflects the scheme’s dedication to ensuring long-term success and regional development.”
Abiiba stated, “The 40th Annual General Assembly underscored the importance of the ECOWAS Brown Card Scheme in driving regional integration and supporting economic growth. Nigeria remains unwavering in its commitment to advancing these resolutions and fostering innovative solutions that benefit all member states.”
The AGM expressed profound gratitude to His Excellency Mr. Faure Essozimna Gnassingbé, President of the Togolese Republic, for his steadfast support of the scheme, and to the Togolese Minister of Economy and Finance, as well as the people of Togo, for their hospitality and the successful hosting of this landmark event.
This assembly reinforced the ECOWAS Brown Card Scheme’s critical role as a cornerstone of regional integration and economic cooperation. The Nigerian delegation’s active involvement further solidified the country’s leadership in driving the scheme’s objectives and ensuring its continued success.
