NAICOM, FRSC inaugurate joint committee to enforce compulsory Third-Party Motor Insurance

The National Insurance Commission (NAICOM) and the Federal Road Safety Corps (FRSC) have officially inaugurated a Joint Committee on the Enforcement of Compulsory Third-Party Motor Insurance.
A statement from the Commission today said the inauguration, held at NAICOM’s Headquarters in Abuja, marks a major step toward implementing the Nigerian Insurance Industry Reform Act (NIIRA) 2025. It also reinforces both institutions’ shared commitment to strengthening road safety, enhancing insurance compliance, and ensuring prompt compensation for accident victims in Nigeria.
Speaking at the event, the Commissioner for Insurance, Mr. Olusegun Ayo Omosehin, commended the FRSC for its partnership in advancing this national initiative. He explained that the collaboration would deliver measurable benefits to Nigerians, including:
“Effective enforcement of compulsory Third-Party Motor Insurance; Integration of insurance and vehicle registration databases; Enhanced protection and compensation for road accident victims; and ncreased public education on insurance obligations and consumer rights.”
Omosehin emphasized that the initiative supports President Bola Ahmed Tinubu’s Renewed Hope Agenda, which focuses on reforming key sectors for inclusive national development.
In his remarks, the Corps Marshal of the FRSC, Shehu Mohammed, mni, noted that the partnership would significantly improve the enforcement of compulsory motor insurance across the country and promote the welfare of road users. He reaffirmed the FRSC’s readiness to support the project through technology integration, data sharing, and on-field enforcement.
Mohammed described the partnership as a model of inter-agency collaboration that would not only reduce the number of uninsured vehicles but also strengthen the government’s ability to provide prompt financial and medical support to accident victims. He stressed that collaboration among public institutions is crucial for achieving national safety and development goals.
Presenting the Joint Committee’s Terms of Reference (ToR), the Deputy Commissioner for Insurance, Mr. Ekerete Ola Gam-Ikon, outlined the Committee’s core responsibilities, which include:
“Enforcing compulsory Third-Party Motor Insurance nationwide; Reducing the number of uninsured vehicles in Nigeria; Ensuring prompt compensation and medical assistance for accident victims; Promoting public awareness on the benefits and obligations of insurance; Enabling real-time verification of insurance status through digital integration; Supporting microinsurance initiatives for commercial drivers and passengers; and strengthening emergency response coordination during the “golden hour.”
The Joint Committee, co-chaired by senior officials from both NAICOM and FRSC—with NAICOM serving as the Secretariat—will oversee joint field operations, nationwide sensitization campaigns, and continuous policy evaluation to improve compliance and public confidence in motor insurance.
In his closing remarks, the Commissioner for Insurance reiterated NAICOM’s dedication to continuous collaboration and policy improvement.
“This partnership is not a one-off event,” Omosehin stated. “We are open to regular feedback, ongoing evaluation, and the integration of innovative ideas as we progress. Fewer road accidents, more insured motorists, and stronger public confidence in insurance will be the key outcomes.”
The event concluded with a joint declaration by the Commissioner for Insurance and the FRSC Corps Marshal, officially launching the NAICOM–FRSC Joint Committee. The inauguration ended with a group photograph featuring senior executives and committee members from both organizations.
