Video: Lagos signs waste management deal with ZoomLion to build material recycling plants

Lagos State Government has formalised a groundbreaking Public-Private Partnership (PPP) with ZoomLion Nigeria Limited, a subsidiary of Ghana’s Jospong Group, to build a Material Recovery Facility (MRF) and a waste recycling plant, key infrastructures to modernize the state’s waste management system.

According to a statement shared on the State social media handle on Tuesday, the agreement was signed on Monday at the State House, Alausa, with Governor Babajide Sanwo-Olu presiding.
The deal includes constructing Transfer Loading Stations (TLS) at Olusosun in Ketu and Solous III in Igando, enabling the closure and decommissioning of these longstanding dumpsites.
The Olusosun TLS will divert 2,500 tonnes of waste daily to a new MRF in Ikorodu, while the Solous III TLS will redirect 1,500 tonnes to a facility in Badagry.
The initiative also plans to deploy self-tipping tricycles to improve waste collection in hard-to-reach areas.
The projects are expected to be completed within 18 months and will create over 5,000 direct and indirect jobs.
However, Sanwo-Olu described the agreement as “a turning point” for Lagos’ environmental sustainability efforts, underlining that the partnership would not cause job losses but rather generate dignified, sustainable employment.
He said, “Today, we have witnessed the official commencement of a mutually beneficial relationship between a forward-looking private company and a committed public sector… The signing of agreements will completely change the strategy, management, output and outcome of how waste management is conducted in Lagos… This is a win-win for Lagos’ citizens, operators in the waste management sector, State Government and our private partner.”
Commissioner for Environment and Water Resources, Tokunbo Wahab, hailed the project as a watershed moment, marking Lagos’ shift from a linear to a circular waste economy, turning waste into wealth through sustainable recycling practices.
Dr. Joseph Siaw Agyepong, Chairman of Jospong Group, pledged full commitment to delivering the project on time, highlighting the importance of African cooperation for sustainable development.
This initiative aligns with Lagos’ broader environmental goals, aiming to transform the metropolis into a cleaner, healthier megacity by recycling food waste, plastics, and glass into reusable products and exploring future opportunities in carbon credits, biodiversity, and biofuels.
