Russian President Vladimir Putin demanded a return to Russia’s 2021 security proposals, including NATO expansion limits and Ukraine’s neutral status, as essential for ending the Ukraine conflict during a Kremlin ceremony welcoming new ambassadors.
Putin framed the war as part of broader Western aggression, urging global powers to revive discussions on a “new, reliable and fair architecture of European global security.”
He highlighted Russia’s past initiatives as “options for rational decisions which could suit everyone in America, Europe, Asia – all over the world.”
Putin stated, “Let me remind you that Russia has repeatedly spoken out on initiatives to build a new, reliable and fair architecture of European global security.
“We have proposed options for rational decisions which could suit everyone in America, Europe, Asia – all over the world. We believe that we should return to their subject matter discussion in order to strengthen the conditions on which peaceful settlement of the conflict in Ukraine can be achieved as soon as possible.”
He added a pointed critique of Ukraine and its allies, “Not everyone, including Kyiv and its supporting capitals, are ready for this. But we hope that awareness of such a necessity will come sooner rather than later. In the meantime, Russia will continue to work continuously to achieve the goals set before it.”
A video clip of the address shows Putin emphasising these proposals would benefit the US, Europe, and Asia alike, while underscoring Kyiv’s refusal to engage.
