President Bola Tinubu, has unveiled a sweeping new security doctrine on Friday, vowing to treat bandits, militias, armed gangs, and other gun-wielding groups as terrorists, marking a fundamental shift in Nigeria’s fight against violent crime and insurgency.

In a resolute address, Tinubu emphasised that the policy targets a wide array of threats undermining national stability.

“Bandits, militias, armed gangs, armed robbers, violent cults, forest-based armed groups and foreign-linked mercenaries will all be targeted,” he declared.

He further warned, “We will go after all those who perpetrate violence for political or sectarian ends, along with those who finance and facilitate their evil schemes.”

The president described this “new architecture” as a game-changer. “This new doctrine will fundamentally change how we confront terrorism and other violent crimes. Under this new architecture, any armed group or gun-wielding non-state actors operating outside state authority will be regarded as terrorists,” Tinubu stated.
