CTOG commends FCT Minister, charges on Water Board appointment
The Coalition of Transparency Observer Group has commended the initiatives and reforms of the Hon. Minister of the Federal Capital Territory, H. E. Ezenwo Nyesom Wike, describing him as a maverick who has achieved what his predecessors couldn’t achieve in many years, and especially rejuvenating the master plan of the FCT and paying premium attention to infrastructure and security of lives and property.
In a statement issued recently at the press centre, Abuja, the Secretary General of the Coalition Dr. Chima Chibuike urged the Hon. Minister to adhere strictly to the establishment Acts of the FCT Water Board in the appointment of a Substantive General Manager, and should not be misled by some recalcitrant public servants who are out for parochial interest.
The establishment Acts of the Water Board states unequivocally: under part III – Staff of the Board, “The Minister shall appoint an officer “from and of” the Board to be (function) as the (A) General Manager who shall be the General Manager and Chief Executive Officer and Accounting Officer of the Board. As ff: (B) be responsible for general administration and implementation of the decisions and policies of the board (C) perform such other duties as the board may direct.
“Pertinently, the Board may appoint directly or from any public service of the federation to assist the board in performance of its functions however the General Manager must emerge from the hierarchy of the Senior managers of the board as spelt cut by the establishment act for sustainability, objectivity, focus and attainments of the statutory obligations of the board, anything contrary to this provisions shall be “ultravires”.
In practical terms, the vital importance of this (Agency) the FCT Water Board to the wellbeing of generality of the FCT residents and beyond cannot be overemphasized, more so in the face of the recent cholera epidemic outbreak ravaging parts of the country and especially the Agro-Allied and Industrial needs of the FCT, a competent and experienced officer in the hierarchy of the board statutorily should be duly considered.
“In conclusion we applaud the courage, integrity and the service delivery attributes of “Mr. Project” H. E. Ezenwo Nyesom Wike, the Hon. minister,” the statement said.
