NCAA advises passengers to file PIR form immediately for missing luggage

The Nigeria Civil Aviation Authority (NCAA) has urged air travellers to complete a Property Irregularity Report (PIR) form without delay if their baggage is missing or short-landed upon arrival at any airport.
In a post shared on X on Wednesday, the regulatory body stated, “If your bag is missing/short-landed when you arrive at any airport, PLEASE, you MUST fill the Property Irregularity Report (PIR) form.”
The NCAA warned that skipping the form creates difficulties for both the airline and its own Consumer Protection Officers.
“Without filling that form, you are creating problems for both the airline, and NCAA Consumer Protection Officers,” the authority said.
It also challenged passengers who claim to be too rushed, “‘I am in too much a hurry to start filling forms’ would suggest that you are not serious because, how are you too busy to follow due process? Is your bag not important to you?”
The statement added that without the PIR, “tracking your complaint is tedious,” and urged travellers to complete the form at the airport terminal as soon as they notice their bag has not arrived.
The PIR is a standard aviation document used worldwide to formally record baggage irregularities.
It creates an official paper trail that helps airlines and regulators investigate, locate, and return missing luggage, and supports any subsequent claims.
As Nigeria’s primary aviation regulator, the NCAA oversees safety, security, and consumer protection in the sector.
The authority became autonomous following the Civil Aviation Act of 2006 and regularly issues guidance to improve passenger experiences and accountability among airlines operating in the country.
