NMDPRA seeks stakeholders’ comments on anti-competition regulations

The Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) has invited licensees, permit holders and other stakeholders to submit comments on proposed regulations aimed at preventing anti-competitive practices in Nigeria’s petroleum sector.

The proposed Midstream and Downstream Petroleum Prevention of Anti-Competitive Practices and Behaviour Regulations are intended to promote fair market conduct among operators involved in refining, distribution and petroleum product marketing.

In a public notice made available on Thursday, the authority said the consultation was being conducted in line with Section 216(1) of the Petroleum Industry Act (PIA) 2021.

“The Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) hereby invites licensees, permit holders and other stakeholders to make submissions within twenty-one (21) days from the date of this publication,” the notice read.

NMDPRA directed stakeholders to visit its official website, www.nmdpra.gov.ng, to review the draft regulations and access the prescribed format for submissions.

It added that all comments and enquiries should be addressed to the Authority Secretary and Legal Adviser through stakeholdersconsultation@nmdpra.gov.ng.

“All submissions are to be made using the format accessible on the Authority’s website and must be received not later than 21 days from the date of this notice,” it stated.

The regulator also announced a stakeholders’ consultation forum to further deliberate on the proposed regulations.

The forum is scheduled to hold on Tuesday, September 22, 2026, at 10:00 a.m., at the NMDPRA headquarters, Plot 1012, Cadastral Zone A00, Central Business District, Abuja.

The consultation is part of the authority’s efforts to strengthen transparency, fair competition and regulatory compliance across Nigeria’s midstream and downstream petroleum value chain.
