Russian President Vladimir Putin has declared on Wednesday that Russia will not “run around the whole world humiliating itself, begging for handouts with an outstretched hand,” in contrast to “some others.”

Speaking at the opening session of the newly elected State Duma in Moscow, Putin said, “Russia, unlike some others, will not point fingers cannot run around the whole world humiliating itself, begging for handouts with an outstretched hand. First, because it is humiliating. Second, nobody will give us anything — we know that very well. And third, and most importantly, we do not need it. The Russian financial system and economy feel confident.”
He warned lawmakers that economic mistakes are “absolutely unacceptable” and urged a responsible approach to the federal budget, social commitments, and national projects while stressing the need to avoid “destructive populism.”
The remarks came as the ninth convocation of the State Duma held its first session, just days after parliamentary elections held September 18–20.
Putin also addressed priorities including support for participants in the military operation in Ukraine, regional development, and long-term security.
The comments are widely seen as an implicit reference to Ukraine, which remains heavily dependent on Western financial and military aid to sustain its wartime budget and defence needs.
Kyiv has sought substantial additional external funding for 2026, with international institutions emphasising the importance of continued support for macroeconomic stability.
Russia has adapted its economy under extensive Western sanctions since the full-scale invasion of Ukraine began in 2022, shifting toward greater self-reliance in finance, industry, and trade with non-Western partners, though challenges including inflation and labour shortages persist.
