Lagos begins documentation of roadside setbacks, informal spaces

The Lagos State Government has officially commenced the documentation and registration of all informal spaces, setbacks, and roadsides across the state.
The initiative is part of the Setbacks, Common Areas and Roadsides Administration and Monitoring Project (SCRAMP), driven by the Ministry of Physical Planning and Urban Development (MPP&UD).
Regulating Public Spaces executed in partnership with Octragon Multi-Projects Limited and the Lagos State Informal Management Authority (LASISMA), the project aims to curb indiscriminate occupation, illegal conversion, and unregulated use of public spaces.
According to a public notice signed by Tpl. Olayinka Wasiu Adebayo, Permanent Secretary of the MPP&UD, obtained by Daily Economy, the mapping of over 1,700 SCRAMP locations across Lagos has been completed. The government is now moving into the documentation phase to build an accurate inventory and establish a framework for proper space management.
Guidelines for Occupants and Applicants
The government has issued directives for both current users and new applicants:
Existing Occupants: All current users of setbacks and informal spaces must present their occupation documents for verification. Existing occupants will be granted the right of first refusal, provided they comply with state guidelines.
Prospective Applicants: Individuals or businesses seeking to use identified informal spaces can apply for temporary occupation or licenses.
Applications and verifications can be completed online via the SCRAMP portal (www.scrampforlagos.com) or by calling the help desk lines.
