The White House has announced a breakthrough agreement brokered by the Board of Peace for the complete, phased disarmament of Hamas and other armed groups in Gaza, calling it a major milestone in President Donald Trump’s 20-Point Plan for peace and security.
The deal according a statement released by White House links Hamas’s weapon decommissioning and tunnel destruction to a phased Israeli military withdrawal, the transition to a new Palestinian technocratic government, and security oversight by an International Stabilization Force (ISF).
Under the framework, police weapons are expected to be the first arms relinquished, with a new police authority taking control, recruiting and vetting officers, followed by a staged decommissioning of heavy weapons, depots and tunnels once compliance is verified. Israeli forces would pull back from parts of Gaza as disarmament is completed, while the ISF works with the new Palestinian police force to secure the territory for residents and neighbours.
In a post on Truth Social, President Trump described the breakthrough as “a HISTORIC agreement for the COMPLETE DISARMAMENT of Hamas and all other armed groups in Gaza” and “a monumental step toward lasting PEACE and SECURITY.”
He framed the deal as a critical step toward Gaza being governed by a new Palestinian administration that will cooperate with the Board of Peace, while ensuring Israel “will have the security it deserves, with Gaza no longer used as a base for terror attacks.”
Trump called the agreement “a major milestone in the implementation of the Trump 20-Point Plan,” adding that it would unfold in “carefully structured phases” and that “the threat that emerged from Gaza on October 7 will NOT be allowed to rebuild.”
He also thanked mediators from Egypt, Qatar and Türkiye, saying their efforts alongside his team had made the “historic breakthrough” possible.
US and Board of Peace officials hailed the framework as a breakthrough after Cairo talks with mediators from Egypt, Qatar, and Turkey.
Egypt is set to host a meeting “soon” of the Gaza truce mediators, including the United States, Qatar and Turkey, to discuss implementing the second phase of the ceasefire plan now that Hamas and Palestinian factions have signed on to the roadmap.
